car parked 24/7 opposite to my house where road in only 18 feet wide

One of my neighbors bought a car and found someplace to park opposite to my house and got permission from opposite neighbor and parked the car. From a month he is parking it 24 hours, because of which I am facing problem to take my car in or out of my parking since the road is 18 feet. I requested him to take for sometime when we take our car in or out of parking.
He says he can't take it and covered the car and parked in 24/7? how should I go about with this issue?

Make a complaint in near by RTO in written intimating his parking against your gate in road. He will take necessary steps.
