Can we construct school on temple land

Hello Sir, My wife's grandfather (Nanaji) has constructed a temple on his land registered 3 bigha land for temple but we want to construct a primary school on that unused temple land. My wife's father and grandfather both are agree to transfer the property and temple on her name. Can you please suggest me the procedure to get that land on my wife's name or how to construct a school on temple land?
