Can we Buy a House without Patta

We came to know a small individual house for sale in Chennai and on checking there is no patta for it. Can we buy such properties. Is that possible for the following :
- Can we register such property ?
- Can we get Patta later ?
- Can we get Housing Loan ?
if there is no part of the land it is advisable not to buy the flat or plot because without Pata the land registration is impossible Supreme Court has given agaya guideline that without Pata that no registration of land should be done so if there is no further it is your risk and the registrar office also want register if there is no valid path on the land
