Can registration be done without RERA registration

planning to buy house in underconstruction building without RERA registration. can i register sale agreement now without rera no. and then again register agreement after receiving rera no. ?
sir, if you are wishing to buy house and still it is under construction and having no rera registration and it is build by a builder or contractor then it is not safe to go under the sale of agreement. but if u are ready to take risk and want's that that location of house or anything is good in that house and wants not to go from hands then u can make a agreement but in that agreement u have to mention that that house is unregistered with RERA and after obtained the RERA registration by the seller the agreement is become valid. but in that there is risk to u. so avoid it. it is my soul opinion.
