Can paying property tax be a ground to prove that I own the property

My four father is staying in goverment waste land from 60 years and we are paying property tax from 50 years but we dont have documents . So we are not able to do constructoion . We are in position from 50 years . How to own that land?and suggestions

Obtain TSLR extract from the concerned MRO office which shows the description of land as per the Govt. record. Based on the above you can take a call on how to proceed. Do u have any proof of being in possession of land like electricity bills, etc.
