Can my brother sell the property without consulting me ?

According to my father WILL , he nominated my mother for home after her death the property will be distributed in two parts ( as he suggested and mentioned in WILL). In his WILL he has also involved RADHASOAMI satsang sabha . According to WILL if my self or my brother wants to sell his portion , he has to take permission from satsang sabha.I have valid duplicate copy, original is with my brother. With grace of GOD my mother is with us...Now my question is that can my brother sell the property without consulting me and sabha after mother's ? How could i get the original copy ?
