Can legal heirs transfer property after the death of parents

A purchased a flat in Delhi. He died. 15 years after his death, his wife also died. Now 22 after his death, how can their two daughters transfer property to a person not blood related to them.
For transfereing to other personas name, first of all, they have to transfer that flat in their own name or they can directly trasnfer the same in the name of stranger by giving no objection certificate. They can also move to the court an application for obtaining succession certificate and after onbtaining the same they can transfer the flat
