Can I sue my apartment association?

I am the owner and staying in an apartment, without my knowledge or any intimation, the association has moved the garbage collection area next to my parking area. While It happened to create different problem for me, my car and bikes were constantly being damaged by the rats. I have complained multiple times to the association over a period of 2 years to take action against it, which was never done. I have held on some maintenance due for the association to take notice. They are yet to resolve. Can I sue them for negligence?

if the garbage collection area is next to your parking area and inspite of your notice to the association they are not giving heed to it, you can give a strong legal notice to the association and thereafter two person jointly can file a suit of injunction for such nuisance .
