Can I purchase a site without noc or DC conversion

Hi Sir/Madam,
I am planning to take a site in one of the village which is in a main road of Bangalore to chintamani.
I also checked about the property details in the registration office , they told there is no noc or DC conversion for the property.
The owner who is of general caste has taken half acre agricultural land from Scheduled tribe(ST) owner and converted that land into Sites and again sold it for on of the general caste owner and am trying to take that site .Please suggest can I buy
it is good that you posted this question in this forum and I found it. certainly do not go forward to buy this site. SC ST usually cell and later claim their land back under the cover of existing the law and you are if some of them do not to do so there will be constant to fear of disposition and loss in the mind of buyer of such a land.
