Can I open shop at my place in parking lot

i have a question, that can i open a shop at my place in parking lot. i'm holding 3 flats. whereas 1 flat is somebody else's and he has opened a jewellery showroom. well when building was at initial stage of construction, we verbally agreed on that we can open a shop in parking lot. but now he's creating threads and forcing us to demolish the shop and saying that it is illegal. please help, we are not financially stable.

First of all let me know where has he opened the jewellery shop and aa you said earlier you have 3 flats but one is now of other person so have you sell the flat or he is on rent? Is that place is in residential or commercial area? Also let me kmow is there is any agreeement that have any clause relared to opening of shop or working in the parking area
