Can i Access the Public Road Handed over to Village Panchayat

In the year 2002, Dhanam Nagar Realtors have made a layout and handover the Roads to Village panchayat as Gift. One of the Road have ended to my Property. Can i have a rights to access the Road which is handed over to the village panchayat. One neighbour is planting small tree and materials blocking access to property.

Encroachment is a situation in real estate where a property owner violates the property rights of his neighbor by building on or extending a structure to the neighbor's land or property. Approach local authorities for encouragement

immediately and injunction suit restraining the neighbour from planting and blocking the road otherwise plants if it will grow complicated the things so it is better for a precautionary measure that stop the neighbour from common pathway which you have 100% full right
