Can dismissed case is reopened or appeal

I have filed the suite for panchayat road encroachment against two defendants 1. Panchayat 2. Private person.
Panchayat become exparte and private person also told will not do encroachment.
But our case got dismissed because of non submission of evidence for few points given in the suit by plaintiff .
Can i appeal in the higher court by producing the missing evidence in the higher court.
can you please check if the dismissal is for non prosecution and if it is for non prosecution then you can reopen the case and conduct the case or dismissal after reasons then you can go 9n for appeal in high court depending upon the judgement
