Can a surveyor object to give survey report when panchayat had allowed

I bought a plot in a gram panchayath layout. After buying I.came to know that it was not approved by panchayath.But panchayath approved my plan to build house.now I am getting problem about boundaries with my nighbour.Surveyor objects to give survey report because of unapproved layout.IS surveyor is right . how I get the report?
Surveyor is nothing to do with the layout whether it is approved or unapproved. When you have applied for Survey, the Surveyor duty is to show the land and fix stones. You have right to get the report.
