A sister is not a class 1 legal heir of brother's property. So if the deceased brother has a wife or children then the property would go to them as they are the legal heirs.
But if he has no class1 legal heirs then the property would be equally distributed among all class 2 legal heirs and sister is one of class2 legal heirs
