Can a lease hold property be gifted?

My sister wants to gift her flat which is in 99 yrs lease under Kolkata municipal copn.
What will be the stamp duty
since the flat is under kolkata municipal Corporation and it is a lease property of 99 years it will be subleased to anyone who will be gifted and the stamp duty of gift deed will be 0.5% as it is under kmc
