Can a flat be registered without the will probate

My father bequethed me a flat in Kolkata which is unregistered. I have the construction and sale deed. He lived in the flat for over 20 years. Currently it is locked and unoccupied. Will is not probated yet. Executors refused to implement Will. Property tax paid for last 30 years by father. At present, what is my responsibilty..until Will gets probated? Can I get the flat registered without Will probate?
If your father died tested living behind a will in that case obtaining of probate is must otherwise you can not act , file an application for grant of probate and without having the probate granted it is not possible in your regard to enter into any sale deed as whoever wish to purchase the same shall wanted to know the flow of title of the property and in that event , how can you sort out the way when there is a will and your father died tested leaving behind a will. So immediately file an application for grant of probate to get rid of all such small difficulties.
