Buying property from POA given by US citizen.

What documents are required for buying a property from a person having letter of administration from Bombay High Court and he being a US citizen giving power of attorney to his brother.

I believe a letter of administration by itself is insufficient to make a decision to buy a property from a US citizen who has given power of attorney to his siblings. There are matters you need to consider such as the authenticity of the power of attorney and the scope of powers given within it.
