Buying agriculture land from Muslim family

Mus got Saguvali chit in his name.
Property is more than 20years so allowed to sale.
1. Should we take any NOC from Tahsildar?
2. Should we take his family tree from Tahsildar and everyone in it should they sign? He is saying not required as his only name in Saguvali chiti.
whether this land is there land granted to him ? you should get the copy of Grand certificate and the clause/, rule under which it is granted to him. and check the conditions in it. if grantee is not a prasann belong into scheduled caste or scheduled tribesale permission from the government is not required.
