Buyer is not doing mutation , who is responsible for property tax

Hi Sir,
If a property buyer not doing mutation , is the seller responsible to pay the pending property tax though he is no longer owner of the property?
I have 2 flats joined on same floor and I want to sell one.The property is mutated as a single entity only. as a Seller how can I pay property tax only for 1 flat after sell?
In case if the buyer is not doing mutation,do I need to pay property tax for both flats as on going process?How do I inform municipality that I am only 1 owner of flat?
two flats was mutated in 1 name 1 flats you sold out and another tax you want to pay because the owner of 1 flat now so before selling out one of the flat did you segregated the mutation of the two flats as you amalgamated the two flats while mutation even now you write an application before KMC mutation department inform facts that you sold out 1 flat give details and annex a copy of the sale deed or get to know the procedure of segregation of property then only you can pay tax of 1 flat and segregate it
