building not completed and completion certificate not given

It has been over a year, I shifted in my new apartment but the building is still not complete, builder has used substandard material and occupancy certificate (OC) has not been issued yet. What are my options?

. AS PER AGREEMENT THE PROPER DID NOT USE STANDARD MATERIAL. THE PROMOTER DID NOT HAND OVER THE PROPERTY AS PER SCHEDULE TIME MENTION IN THE AGREEMENT. SO YOU CAN FILE TO CONSUMER COURT ON GROUND OF DEFICIENCY OF SERVICE OF PROMOTER.

You must at the outset send in a formal written request to the builder to do the needful and subsequently you could approach the municipal corporation with your complaint under whom the plan was sanctioned

If nothing else works you could approach the REAL ESTATE TRIBUNAL and the best guidance would be a qualified advocate by your side.

As per the details given by you I would like to suggest that if you are deprived by the conduct of the developer and or if there is any deficiency of service on the part of the developer then you can approach the Consumer forum and seek damages and compensation.
