I have taken possession of flat since more than 2 years and agreement is also done but OC is not yet received as builder has gone bankrupt. Will i have issues in future because of this? Also he has said building will be of 23 floors but he has stopped work till 19th floor, my flat is on 18th floor so not much to worry about it.

their are lot of issues for non-oc buildings like less water supply quntity , more property tax , less resale value , no homeloan for buyer etc. you should form socity to get the oc in co-ordination with the builder .

No nothing to worry still to be on safer side you may file caveat application before local civil court and also inform your greviences in writing by way issuing legal notice to said builder and also one letter to the local police in writing. Do keep all the corresponds with u so in future if required you may get benefit of the same

Dear Querist,
Residing in property without OC will always be a risk as the proceedings can be adopted by MMC u/s 353A of MMC Act.
You can seek your grievances and adopt remedies as applicable after perusing all the papers before the RERA Authorities
