Builder registered Deed of declaration using false information

The builder has registered Deed of Declaration by giving false information. It has been stated in DOD that an electric sub-station has been installed in the colony but the same has not been installed even after registering DOD for more than 3 years. What legal action can be taken against the builder?

A complaint against the Builder annexing a copy of the Deed of Declaration and the proof that no sub-section exists at the site, can be filed with either a Regulatory Authority under RERA (if the Rules are notified in the concerned state where the property is situated and a Regulatory Auth has been appointed) or with a consumer court (if the colony is residential) or in the civil court, if it's a commercial complex.

The initiation in either of the three type of cases, can be done by issuance of a legal Notice first.
