Builder not providing NoC despite clearing all dues

I am selling my flat in tower D in Ajnara le garden. Inspite of clearing all maintenance dues builders are charging Rs. 40,000/- as builder NoC fees. They are asking for the amount in cash and not even giving me receipt for the same.
It makes me worry that this amount is being charged illegally.
This demand by builder is illegal unless it is not mention anywhere earlier in writing and also it should be clear 40,000 is for what.
Last thing builder can not force or to pay in cash and he has to give receipt of the same
A legal notice can be send to builder regarding this.
