Builder is not providing electricity connection and lift work

Dear Sir, our builder has given flat property possession 3 year back. All payment done as per agreement except electricity deposit and society chg. Ower has not provided electric separate meter and soc also not formed. We sent many reminds and comit but he failed Please advise and legal opinions.
You can file Consumer Complaint in Consumer Forum against Builder for inactivity on his part.By which you can get legal remedy against Builder.And it is speedy and low cost legal remedy available to you.
