Builder is not paying penalty

Bought under construction flat/penthouse at highest floor of project, the possession was to be given after obtaining the occupancy certificate and for delay in possession till such certificate, the builder was to pay Rs.8/- psft as penalty. But he is not paying.we wrote him 9 letters but no response.
Then should complaint to your executive officer with regard, also submit representation before all authorities are belong to , made rti before municipality either such kind amount remaining or any further instructions to seeks through him.

If the builder has failed to pay the penalty for committing delay in delivery of possession of flat you have purchased then you can recover the same by instituting a complaint before the Consumer Disputes Redressal Forum under section 12 of the Consumer Protection Act 1986
