Builder Fraud - Builder promised many things which he is not providing

Hello, I have booked a flat in greater Noida and the builder has promised to provide a semi furnished flat but not included the same in Builder buyer agreement. I will now like to cancel the booking and get my money refunded (50 lakhs, 25 lakhs paid, 25 lakhs hdfc bank loan including 5 lakhs booking charges). Possession is being offered by builder without the semi furnishing and there is no OC being given citing reason that some case is being going on between Supreme Court and The Credai.
You can approach Rera and seek refund but more importantly is there a delay in handing over the possession of the flat? If there is then according to Rera you don’t need a reason to cancel your booking and seek refund. A delay of 1 day also qualifies as delay. It is important to note that the possession which builder is offering is with OC/CC or without OC/CC this is also relevant. Have filed many cases for homebuyers of greater noida will have to see your documents.
