Builder delayed possession and defying NCLT order

I booked a flat in July 2014 with possession promised by October 2018. The builder failed to deliver, so I filed a case with UP RERA in August 2021 and received a refund order in March 2022. After non-compliance, other buyers and I approached NCLT, which ordered the builder and SWAMIH fund to complete the project by May 2025. Now, the builder has deposited the refund with UP RERA and refuses to give possession, defying the NCLT order. What I can do to get possession of the unit instead of refund
