Builder charging holding charges based on Part Occupancy Certificate

1) Can a builder force a buyer to take possession based on Part Occupancy Certificate?
2) Can a builder levy holding charges based on registration offer based on Part Occupancy certificate?
Builder can charge holding charges when the final finishing work is done and the builder has the four NOC's of fire, electrical, lift and structure. Also when he has the occupancy/ completion certificate. Kindly visit office for further details.
No builder cannot offer you the possession on the basis of Part Occupancy Certification....As per the provisions of RERA he can deliver youthe legal only when he receives the completion certificate of the whole project.

However, based on OC, Builder can demand delayed interest but holding charges is not legal and can not be demanded
