Builder charging higher amount of flat after GST

I had booked a flat in oct 2015. My builder has revised the rates post gst. The scheduled delivery is in feb 2019. Also no details of input credit jas been prpvided. Can he do this ?
The builder could have quoted a rate before July 1st 2017, but he should provide new rates which should be lower than original rates. Also it should include input credit details. Previously the tax with vat was about 5.5% for properties while now it is 12%. Unless the builder provides input credit details and lowers the marked price of the property, you can go to consumer forum and file a case of profiteering by the builder
