Builder asking receipts for every amount he refunds. is it ok to issue

My friend bad experience of cheating by a builder. I introduced an agent who know me since last 6 years doing the sole agency of a particular builder M/S.xxx.He booked 2 office space in an upcoming commercial proj. He paid the full amnt of 48 L chq in june'14.against receipt.They told us that the completion of the project is 18 mnths.They issued only an allotment letter mentioned the project will complete in early jan16 else will refund the money. The builder failed to start proj.Till today he refunded only 2.3 L. Now builder asking for receipts for every refund he makes. Is it ok to issue ?

your friend can also claim interest on the amount invested.
If the builder is not ready to pay the interest then your friend will have to send legal notice through Advocate to the builder .
if even after the legal notice the builder is not paying the interest then you can file civil , criminal and consumer cases against the builder.
