Builder asking 1.5 Lakhs for NOC

I am the owner of the flat in Pune, living here since possession from past 3.5 years. Now I decided to sell my flat. There is one document called builder NOC which is required from the builder. Since project is not completed yet builder is managing the society. For NOC document that is required by buyers bank, builder is asking me to pay Rs.1.5 lakhs. He is delaying my process from past one month. He is not negotiating, not providing any information about why 1.5 lakhs is needed. He also said he will not provide any letter or receipt if I pay Rs. 1.5 lakhs. I am totally stuck and builder is not responding to any of my request. Also my project doesn't comes under RERA. Please advice.
Even if the builder if managing the society he cannot ask for the inflated price for obtaining the NOC and from whom does the builder wish to obtain the NOC ideally if the society is formed then the society shall give the NOC however if there is no society formed then builder has to give NOC

Well, in such a case, you should send him a Legal Notice and fight this case legally. It may happen, that, you have to spend more money initially than what Builder is asking you currently. But on winning the case, you will earn more than what Builder is demanding from you currently.
