Black money to give For NoC transfer

I Sold my property it was in nallasopara west Mumbai palghar district now builder is asking for Black money for giving NoC/transfer which is 250 per sqft x 550 super Built up... Society not formed yet If not given...still he is asking for money I told him I can give nomial Amt which Society charges... 15k to 20k still he denied it...
Pls suggest my next step.towards this...should I send him legal notice...
