Basement/ Lower Ground Floor Residence Illegal

I am Living in Basement/Lower Ground Floor for about 20 Years with Proper electricity, water connection and Voter id card all other documents based on same residence. Also have been paying the PROPERTY tax from last 20 years. But Now same Building Resident at the Top floor Have done Illegal Construction moreover they have taken illegal water and electricity on the same Connection with not mentioning their Floor in address like Giving the name top floor in address. Now their Meter last year Shortcircited last year due to overload meter. When I complaint online to MCD Department as well as personaly to the Engineer Said that if they Accepted my Complaint they will Check the Map and can Seize My Floor because Residence in Basement is Illegal. Please Guide me what to do in this Situation. The Same Alleged Resident had Tampered my Electric meter and might have Bribed the electricity department based on which Electricity department Raided my Floor and Challaned me of 1 Lakh Rupees.
