Bank check issued to fraud contractor instead of developer what to do

I have bought a apartment but i figured out that my bank has issue the check in the name of contractor and now the building owner/land owner is complaining that loan money was not transferred to his account. The land owner came and registered the flat in my name. Now how can i seek the correction in the bank. Now bank denies that they wont do such things but how can i proceed with bank and seek the money to be taken back from the fraud contractor who took the money and flew off. What all risks i do face in such scenario's i ask bank to correct its mistake. Also is there a chance that i can apply any law on the bank and ask them to rectify the mistake and pay me the penalty for doing this mistake.
