Apartment deed cancellation pmc

We have 20 members building of 9 years old. Builder already form Condominium. Now few members wants to form housing society and cancel apartment deed.And few members wants to stick with apartment. Is it possible to cancel apartment deed? People who are interested in society because of metro fsi grant by pmc. What is the best advice
