Amenities and fixture agreement on sale of property

I am selling a flat in Chennai. To reduce the registration value, buyer is suggesting he will pay 30 percentage of the sale value as cost towards amenities and fixtures. Is this legal in chennai.

It is common practice to reduce the sale price by the buyer. You are required to pay registration charges according to the guideline value. The proposed suggestion is likely to affect your capital gains and taxes.
