Allotment of another flat instead previous one

I have booked a flat Agreement executed. Later by a letter builder alloted another flat. Now builder not ready to given another flat alloted subsequently. Can builder deny the same.
No he cannot has the agreement registered under the provisions of RERAl let me know .Undercsection 18 of RERA ACT u are eligible or return of the amount and compensation also .U should file a criminal complaint of 420 and 406 .Then proceed against him in consumer forum .Contact me for any help.
