Agriculture Land, can we cut 6 gunta and sell to other person on 7/12?

22-Jan-2023 (In Property Law)
Hi, I have a question regarding agriculture land. There are 2 people name mentioned on 7/12, each having 1.5 acre plot. 7/12 is for a Gat (total 3 acres) and both the person have ownership of their respective lands on the Gat. My question is whether person 1 can transfer 6 gunta out of his 1.5 acre to person 2 ? Both person name is on 7/12. A lawyer told me that due to tukdabadi on agriculture land 6 gunta land can’t be sold but can be sold to other person on the 7/12 as both the person are of same Gat. Can you please clarify this?
