Agricultural land Joint Patta issue , Partition issue

we have 10 acres of Agricultural land in 22 survey numbers distributed between party Y and R with separate pass books issued by Revenue Department . Possession is separate but not in Revenue Maps. Its a joint patta . 50% of the land in the possession of Y belongs to R and 50% of land in the possession of R belongs to Y. Party R is reluctant to apply for Subdivision , How to proceed for subdivison by legal force.

as it is a joint property it can be divided by executing a partition deed/ deed of settlement, if both parties agreed upon the same, if both are not agreeing upon same then it can be divided by filing a civil suit for partition in the judisdictional court where the property is situated.
