Do you have an Agreement for Sale with the land owner?? When do you want to do the registration? How much payment has been made?

See it important to understand the terms between two of you regarding the possession of the flat.

As per your query in law rato, you need to file a case in consumer forum and need to take permission from the court, so that the deed of conveyance shall be executed. Please let me know if anything else is required

Complete the payment and ask the landlord and builder to do registery if they don't then file a complaint before the housing board and consumer forum but before that serve a.notice to both landlord and promoter asking them to do the registration as you are willing to pay if the fail to do so then you will take appropriate legal action against them in the proper forum of law
