Adjudication of foreign power of attorney in India how to proceed

I believe that foreign power of attorney document for lands in India is to be adjudicated by collector office within 120 days from execution date and 90 days from date of receipt in India. Without following this procedure, if a power of attorney holder sales and/or transfers lands in six months, can the power of attorney be deemed invalid and consequently all sales null and void ?

The collector is the authorise and competent authority to testify the authenticity of Power of Attorney executed outside india. Whether it was authenticated or not ? If not then any sale on the basis of the said Power of Attorney has no leg to stand under eyes of law
