Accessing panchayat road without approval

In the year 2002, Dhanam Nagar Realtors have made a layout and handover the Roads to Village panchayat as Gift. One of the Road have ended to my Agriculture property of 88 cents. Some peoples who are in layout of saying that you not having rights to access panchayat road you should get approval because your agriculture property is different survey number . Can i have a rights to access the Road which is handed over to the village panchayat. One neighbour is planting small tree and materials blocking access to property. I have made a plan of roof sheet for 5 cents and applied for plan approval to panchayat. They told that for 5 cents we wont give approval you should give development charge for 88 cents. Please help me.
