Sending divorce papers To Wife

Sending divorce papers by husband from lawyers name and stamp and making clear declaration of permanent divorce has been done, Marriage is nullified And it is a first paper with one pronouncement and two witnesses naming Talak e ehsaan. Is it legal?
That legal notice must also have the signatures of the husband,
