divorce by talaq e hasan and legal procedure by court after 3rd notice

I am Govt emp, married 2013 in mohamedan law. no dowry demanded, mehar given. male child born in 2016. after birth of child , wife left to native & refused to come. she came for brief period only to return back In oct 2017. Residing separately 250km away from parents. In oct 2017,Legal Noticeto join me :NO RESPONSE & refused ro join. In Nov2017, Family friends reconcilition: REFUSED. Jamaat in dec 2017 : REFUSED. In feb2018, RCR9by me: she got stay & transfer. SheFiled DV on april 2018 @CDPO office: 5 mediations failed as she refused. Filed 125 and DV in feb2019 @court. IM 7000 U/125. Withdrawal of RCR9.Two Talaaq notice U/ talaq e hasan issued.: No response from her. 3rd notice to be given. 1. what is Decree after 3rd talaq notice. 2. What is the stand of court here as per Rajyasabha gazette BILL No. of XL 2016 pub on 5th august 2016 3. Can i remarry without decree after serving Final & 3rd talaq notice. 4. what legal rights my son has after Talaaq .
