Traffic police putting wrong challan with huge fines what to do

I was stopped by a constable in civil dress and asked to show my documents. the road I used doesn't have any signboard of noentry one-way or road closed I was taking freeleft to board a ROB. After seeing my documents I was let off without a word speaking to me but to my surprise I got a challan for opposite direction for RS 1100/- at a totally different place which is 2kms away as return spot challan which does not require image, after doing all enquiry I have spoke to the concern officer who raised the challan,he says now we are putting challans who comes on this road on question him for place of violation mentioned and the road where there is no sign board how do citizens know about the violation,he simply said u can't question me if you have any queries u can go to the court I put my issue on all means of communication to the police department but I got no response what should I do now?
