Payment of vehicle challan done by the previous owner

Sir/ ma'am, I recently purchased a second hand scooty and got the ownership transferred to me. But I got to know that the previous owner of scooty has a pending challan of Rs. 1000 for not wearing helmet. Date of challan was in April 2021. Now, do I need to pay that challan?
