Challan of "Jumping over Red Light"

I have received a challan from Traffic Enforcement Center Ranchi . I have been charged under section 184(4)(A) of new motor vehicle act 2019 for jumping over red light .I have been asked to submit a written justification of my office in the concerned traffic police station within 15 days otherwise I will have to state my justification at the court itself . In the challan it is mentioned that penalty will be decided by court - per curiam .The challan also bears court summon status mentioned due. I wanted to ask If I accept my offence at the Traffic police station will my matter be settled within the traffic police itself or I will have to be present at traffic court even after accepting my offence ?
