Process of legal notice and out of court settlement process and rules

I have a question . Once we pay for legal notice to lawyer for a consumer case and once we receive the reply from the defendant is the lawyer charges again equal amount of money to counter reply and is it the lawyer cannot connect the opponent lawyer for mutual settlement . My lawyer is denying to talk to the party and demanding extra money to counter reply or straight away go to court .. pls guide how dose it work .
