Ban on sale of cows for slaughter suspended: Supreme Court

Yesterday, the Supreme Court has put on hold the Central government's notification banning the sale and purchase of cattle slaughter from the cattle market. The Central government on May 25 introduced a notification by which the sale and purchase of cattle in the cattle market for slaughter were banned. However, several states refused to implement it. All India Jamitul Quresh Action Committee had challenged the Prevention of Cruelty to Animals( Regulation of Livestock Markets) Rules, 2017 banning sale of cattle for slaughtering and the Prevention of Cruelty to Animals(Care and Maintenance of Case Property Animals) Rules, 2017 which provides for the seizure, recovery of the cost of transportation, maintenance and seized animals. The organization contended that the rules banning the sale of cattle are arbitrary, illegal and unconstitutional. Meet sellers have also complained of the adverse impact on their trade to the extent of approximately up to 1lakh crore. On 31st May Madras High Court had granted an interim stay on the implementations of rules banning the sale and purchase of cattle for slaughter at animal fairs. Bench comprising of Chief Justice Jagdish Singh Khehar and Justice D. Y. Chandrachud extended the operation of the Madras High Court order, the government told the court that it will be renotifying the rules after considering objections of all stakeholders. Appearing for the Centre P S Narasimha Rao said the notification was issued by the Union Ministry of Environment and Forests(MoEF) after inviting objections from various states. The Apex Court stated in its order, “ the interim order passed by the Madera bench of the Madras High Court would extend to the whole of the country.”
