Have you any authority to disconnect the Water line, Electric Line from any person? No. There has appropriate authority for cut such line.
If the local person give evidence that you being a Landlord and he is a tenant of your premises, then it is enough to prove that both of you are govern by Premises Tenancy Act or other state law relating to Tenancy.
Therefore, to vacate the premises from the Tenant, First issue Notice against him and then proceed towards Ld. Court or Forum.

As per law you have to give your tenant notice for eviction and then file suit for evicting declaring him defaulter in payment of rent. It will take some times, but you are supposed to take recourse of law.
